آپارتاید خزنده؛ روندپژوهی سیاست‌های تبعیض‌آمیز اسرائیل و تغییر بافت جمعیتی فلسطین (2023-1996)

چکیده
برخلاف رویکردهای رسمی که بر «راه‌حل دو دولت» تأکید دارند، تحلیل‌ها حاکی از آن است که اسرائیل از طریق مجموعه‌ای از اقدامات تدریجی و به‌ظاهر قانونی، ساختاری آپارتایدی را بر فلسطینیان تحمیل نموده است؛ بر این اساس، هدف پژوهش حاضر واکاوی سیاست‌های اسرائیل در قالب نظریه «آپارتاید خزنده» است و این سؤال مطرح شده است که «آپارتاید خزنده» چگونه در عمل به راهبردی برای تغییر بافت جمعیتی و ایجاد وابستگی ساختاری فلسطینیان به اسرائیل در بازه زمانی 2023-1996 بدل شده است؟ فرضیه پژوهش نیز بدین شرح است که اسرائیل از طریق تسلط فضایی و اعمال وضعیت تبعیض‌آمیز، شرایط زیست را برای فلسطینیان ناممکن ساخته و به‌موجب خروج جمعیت شده است. روش تحقیق روندپژوهی است و روند متغیرهای جمعیتی، اقتصادی و فضایی در بازه زمانی 1996 الی 2023 مورد بررسی قرار گرفته است. یافته‌ها حاکی از آن است که سیاست‌های اسرائیل سبب کاهش شدید جمعیت روستایی، محدود شدن زمین‌های کشاورزی، وابستگی یک‌جانبه‌ی اقتصاد فلسطین به اسرائیل، افزایش چشمگیر نرخ بیکاری و رشد مهاجرت و جمعیت پناهندگان شده است. این روندها بیانگر آن است که اسرائیل از طریق کنترل سرزمین، وابسته‌سازی اقتصادی و تحمیل شرایط زیست نامناسب، زمینه‌ی جابه‌جایی اجباری فلسطینیان و تغییر ترکیب جمعیتی سرزمین‌های اشغالی را فراهم آورده است. همچنین، آپارتاید خزنده نه یک وضعیت لحظه‌ای، بلکه فرآیندی تدریجی، نهادینه‌شده و قانونی‌سازی‌شده است که با انکار حق تعیین سرنوشت فلسطینیان و استمرار سلطه‌ ساختاری اسرائیل، آینده‌ی تشکیل دولت مستقل فلسطینی را بیش از پیش با چالش مواجه ساخته است.
