بایسته‌های مطلوب سیاست خارجی ایران در دوره عادی‌سازی روابط اسرائیل _اعراب پس از توافق ابراهیم

چکیده
این پژوهش با هدف تبیین بایسته‌های مطلوب سیاست خارجی جمهوری اسلامی ایران در مواجهه با روند عادی‌سازی روابط میان کشورهای عربی و رژیم صهیونیستی، در دوره پس از توافق ابراهیم انجام شده است. پرسش اصلی آن است که جمهوری اسلامی ایران در برابر ائتلاف‌های نوپای منطقه‌ای که با محوریت تهدیدانگاری ایران شکل می‌گیرند، چه سناریوهایی را می‌تواند در سیاست خارجی خود مدنظر قرار دهد؟ این پرسش در بستر تغییرات ژئوپلیتیکی منطقه‌ای و شکل‌گیری ائتلاف‌های جدید مبتنی بر برساخت ایران به‌عنوان تهدید مشترک، اهمیت می‌یابد. برای بررسی مسئله پژوهش، ابتدا با روش دلفی و نظر نخبگان، متغیرهای مؤثر شناسایی شد و سپس با تحلیل عاملی اکتشافی، سناریوهای محتمل استخراج گردید. بدین لحاظ مقاله فرضیه آزما نبوده و درصدد اکتشاف بایسته‌های مطلوب سیاست خارجی ایران است. جامعه آماری شامل ۲۰ نفر از اساتید دانشگاهی متخصص در حوزه مطالعات خاورمیانه و مدیران باسابقه وزارت امور خارجه می‌باشد که با روش نمونه‌گیری هدفمند انتخاب شده‌اند. بر اساس تحلیل صورت‌گرفته، پنج سناریو برای آینده سیاست خارجی ایران در این شرایط شناسایی شده است. نخست، سناریوی «انسداد راهبردی» به‌عنوان وضعیت نامطلوب، نمایانگر انفعال ایران و تشدید انزوای منطقه‌ای آن است. در مقابل، چهار سناریوی «دیپلماسی متوازن»، «اقتدار درون‌زا»، «نفوذ نرم» و «بازدارندگی فعال» به‌عنوان گزینه‌های مطلوب سیاست خارجی برای بهبود موقعیت ایران در مواجهه با روند عادی‌سازی تحلیل شده‌اند. این سناریوها شرایط تحقق، الزامات، فرصت‌ها و تهدیدهای پیش‌روی هر مسیر را مورد بررسی قرار می‌دهند و امکان تصمیم‌گیری راهبردی مبتنی بر آینده‌پژوهی در سیاست خارجی جمهوری اسلامی ایران را فراهم می‌سازند.
