رسانه و ارتقای قدرت نرم در نظام بین‌الملل؛ رویکردی تطبیقی به تجربه چین و هند

چکیده
تأثیر رسانه‌ها در افزایش قدرت نرم کشورها به‌ویژه در بین قدرت‌های نوظهور در سه دهه اخیر اهمیت بیشتری یافته است. چین و هند ازجمله کشورهایی هستند که از دهه 1990 به بعد با تجدیدنظر در سیاست خارجی خود گام‌های مؤثری در مسیر ارتقای قدرت نرم برداشته و در این راستا سعی کرده‌اند تا از شبکه‌های اجتماعی و رسانه‌ها بهره گیرند. این مقاله با طرح این پرسش که که رسانه‌ها چه تأثیری بر افزایش قدرت نرم چین و هند در نظام بین‌الملل داشته‌اند؟ با اتکا به رویکرد مقایسه‌ای و تحلیل محتوای عملکرد این رسانه‌ها، معتقد است که رسانه‌های چینی و هندی در هر سه شاخص ذیل مؤلفه‌های قدرت نرم یعنی القای تصویر مثبت بین‌المللی، دیپلماسی عمومی و توانمندی‌های اقتصادی و فرهنگی این کشورها در سطح بین الملل تأثیرگذار بوده‌اند. یافته‌ها حاکی از آن است که رسانه‌های چینی با وجود مواجهه با کنترل و سانسور شدید، در پررنگ نشان دادن توانمندی‌های اقتصادی و فرهنگی و همچنین دیپلماسی عمومی با تمرکز بر نقش میانجی‌گری چین در منطقه و طرح کمربند- راه چین بسیار تأثیرگذار بوده‌اند. در مقابل، رسانه‌های هندی با وجود نفوذ و تأثیر جهانی کمتر دارای چشم‌انداز رسانه‌ای متنوع‌تر با ترکیبی از رسانه‌های دولتی و خصوصی بوده‌اند که در شاخص القای تصویر مثبت بین‌المللی از هند و دیپلماسی عمومی آن با تمرکز بر جلب اعتماد و اعتبار بین‌المللی و توانمندی‌های فرهنگی هند تأثیرگذارتر از چین فعالیت کرده‌اند.
