راهبرد کلان سیاست خارجی دولت ترامپ: تغییر یا تداوم؟

چکیده

انتخاب دونالد جی ترامپ به سمت ریاست‌جمهوری امریکا در 8 نوامبر 2016، پرسش‌های فراوانی را در مورد آیندۀ سیاست خارجی آمریکا به‌وجود آورد؛ ازجمله اینکه انتخاب رهبری که در سخنرانی‌های انتخاباتی‌اش بسیاری از اصول دیرینۀ سیاست خارجی آمریکا را رد می‌کرد، ممکن است چه تأثیری بر آیندۀ رویکرد آمریکا به جهان داشته باشد، به‌ویژه اینکه دولت ترامپ، میراث جمهوری‌خواهان، دموکرات‌ها، و باراک اوباما را هم با خود داشت. پرسشی که مطرح می‌شود این است که «آیا در سیاست خارجی کلان و راهبردی آمریکا در دوران چهارسالۀ ترامپ، شاهد تغییرات بنیادین و اتخاذ الگوهای جدید در سیاست خارجی بوده‌ایم، یا سیاست یادشده، ادامۀ روند پیشین بوده است؟ در این پژوهش از روش توصیفی‌ـ‌تحلیلی و مراجعه به نظرات صاحب‌نظران استفاده شده و سعی شده است در پرتو یک چارچوب مفهومی ترکیبی، سیاست خارجی آمریکا در عصر کوتاه ترامپ ارزیابی شود. ترکیبی از دیدگاه‌های واقع‌گرایانه، نوع نخست، و شباهت‌های خانوادگی می‌تواند برای تبیین تداوم راهبردهای کلان سیاست خارجی آمریکا در دورۀ ترامپ، راهگشا باشد. بنابراین، هدف اصلی این پژوهش، کمک به مطالعات آمریکاشناسی در حوزۀ مطالعات روابط بین‌الملل و ارائۀ تصویر دقیق‌تری از روند سیاست خارجی آمریکا برای مقامات ایران در دورۀ ترامپ است.
