چکیده

اسطوره جدایی داخل/ خارج در تحلیل سیاست خارجی مدت‌ها است با چالش روبه‌رو شده است. بااین‌حال، همچنان بسیاری از تحلیل‌های ارائه‌شده از دوران پهلوی دوم، مبتنی‌بر نگرش ساختار نظام بین‌الملل بوده است؛ ازاین‌رو، هدف این مقاله، تحلیل روابط خارجی دوران پهلوی دوم با درنظر گرفتن بیشترین عوامل تأثیرگذار بر رفتارهای خارجی ایران است. پرسش اصلی مقاله این است که «روابط خارجی ایران در دوره پهلوی دوم، نشان‌دهندۀ کدام الگوهای رفتاری است؟» با استفاده از اسناد و آثار تاریخی، سه نظم یا الگوی رفتاری شناسایی شده است: نظم پراکنده که ویژگی آن، بیشینگی مشارکت اجتماعی و ضعف و زبونی دولت است، نظم متمرکز یا خودکامه که جایی برای مشارکت اجتماعی باقی نمی‌گذارد، و در میانه این دو، الگوی متوازن قرار دارد که می‌توان آن را دورۀ انتقالی از آشفتگی دهۀ 1320 به دورۀ خودکامگی دهۀ 1340 تا انقلاب 1357 به‌شمار آورد. در این مقاله نشان داده‌ایم که هریک از این الگوها در حوزه روابط خارجی، چه نوع رفتاری را به‌همراه داشته است.
