چارچوب‌های اخلاقی و هستی‌شناسی در جهان‌وطن‌گرایی امنیتی

چکیده

جهان‌وطن‌گرایی، مجموعة افکار و راهکارهایی برای ایجاد نظم بین‌المللی پایدارتر و عادلانه‌تر است؛ اما هرگز به شکلی نظام‌مند به «مسئلة امنیت» نپرداخته است. این مقاله طی استدلال‌هایی نشان می‌دهد که ناامنی‌های بین‌المللی و هم سوءاستفاده‌های دولت‌ها از «گفتمان امنیت» برای ایجاد ناامنی، موقعیتی هنجاری برای رسیدن به یک «الگوی امنیتی» جدید پدید می‌آورند؛ یعنی «جهان‌وطنی امنیتی». در یک نگاه هدف جهان‌وطنی امنیتی نقد و اصلاح سیاست‌ها و پروسه‌های امنیت جمعی و ملی برای ایجاد قواعد و هنجارها، بازتعریف شالوده‌های هستی‌شناختی آنها و ایجاد اصول اخلاقی است. «جهان‌وطنی امنیتی» این کار را برای ارائۀ درکی متمایز از امنیت جهان انجام می‌دهد؛ درکی که در آن امنیت تمامی دولت‌ها و بشریت به یک اندازه اهمیت دارد. در این موقعیت زنجیره‌ها و فرایندهای علت و معلولی به شکل گسترده در زمان و مکان پخش شده و بازیگران امنیتی مسئولیت تأثیر جهانی اقدامات خود را به عهده می‌گیرند. در این مقاله سعی شده است با استفاده از مبانی نظری «آنتونی بورک» چارچوب‌های اصلی اخلاقی و هستی‌شناختی جهان‌وطنی امنیتی تشریح شود؛ چارچوب‌هایی که شالوده‌های هستی‌شناختی مسلط امنیت ملی و جامعة بین‌الملل را مبتنی بر قرارداد اجتماعی بین شهروند و دولت، به چالش می‌کشند. «جهان‌وطنی امنیتی» استدلال می‌کند که دولت‌ها نمی‌توانند نسبت به تهدیدات خارجی مترتب بر اجتماع ملی اقدامات بازدارنده انجام دهند یا به آن مصونیت دهند؛ بلکه ناامنی و تهدید بدون مرزی، از خود همین انتخاب‌ها، قدرت‌ها و سیستم‌های مدرنیته ناشی می‌شود. این امر یک مدل تحلیلی جدید برای «امنیت جهان» پدید می‌آورد.
