چکیده
یکی از چالش‌برانگیزترین مباحث سیاست خارجی ایران طی سال‌های 1381 تا 1394 موضوع پرونده هسته‌ای بود. در طول این سال‌ها دولت سید محمد خاتمی و محمود احمدی‌نژاد هر یک به‌نوعی درصدد پایان دادن به این چالش برآمدند اما این مهم تنها در دولت حسن روحانی محقق شد. این شرایط منجر به طرح این سؤال می‌گردد که چه عواملی بر تصمیم‌گیری رهبران سیاسی ایران و توفیق آنان در شکل‌گیری یک توافق بین‌المللی در این مقطع زمانی تأثیر گذاشت؟ فرضیه پژوهش حاضر بر این استدلال استوار است که طبق نظریه تصمیم‌گیری روزنا از میان متغیرهای 5 گانه در تصمیم‌گیری، عامل فرد، جامعه و نظام بین‌الملل بیشترین تأثیرگذاری را در حصول این توافق ایفا کرده‌اند. یافته‌های پژوهش از ویژگی‌های شخصیتی حسن روحانی، خواسته مردم برای پایان تحریم‌ها و احقاق حق هسته‌ای و استقبال جامعه جهانی از ریاست جمهوری حسن روحانی به‌عنوان مهم‌ترین عوامل در به سرانجام رسیدن پرونده هسته‌ای یاد می‌کند. بااین‌حال تاثیر متغیرهای دیگر همچون نقش و بوروکراتیک را در این میان نادیده نمی‌انگارد. در انجام پژوهش حاضر از روش کیفی از نوع تبیینی و منابع الکترونیکی و نوشتاری استفاده شده است.
