جنگ‌های هوشمند شبکه‌ای و بازدارندگی غیرخطی هیتروپانارشی گامی به‌سوی تکامل نظریه بازدارندگی غیرخطی

چکیده
نویسنده مفهوم جنگ‌های هوشمند شبکه‌ای و بازدارندگی هیتروپانارشی را به عنوان بازگفت کننده موج نوین در مطالعه جنگ و بازدارندگی مطرح می نماید.جنگ و بازدارندگی دو پدیده همزاد در روابط بین‌الملل و تاریخ زندگی گروهی بشر بوده است. در گذر تاریخ روابط بین‌الملل، محیط راهبردی و نوع آن، شکل‌بندی بازدارندگی و جنگ را تعیین نموده است. از سویی بازدارندگی در برابر جنگها نیز نیازمند شکل‌بندی ویژه‌ای از سیستم بین‌المللی است که این موضوع الزامات خاصی را برای سیاست خارجی کشورها به‌ویژه سیاست خارجی منطقه‌ای ایجاد می‌کند. جنگ هوشمند شبکه‌ای آخرین موج از تکامل جنگ‌هاست که الگوی نوینی از بازدارندگی را ضروری می‌نماید که ادبیات روابط بین‌الملل هرچند به آن توجه کرده؛ اما از تبیین آن ناتوان بوده است. از سوی دیگر بازدارندگی در برابر جنگ‌های یاد شده نیازمند الزامات سیستمی نوینی است که می‌توان آن را در سازه‌های منطقه‌ای سیستم بین‌الملل جستجو نمود. به این سبب پژوهش حاضر این پرسش اساسی را مطرح ساخته است که رابطه میان جنگ هوشمند شبکه‌ای, بازدارندگی چگونه است؟ پاسخ به این پرسش را می‌توان در بازدارندگی هیتروپانارشی جستجو نمود که مفهومی نوآورانه در ادبیات روابط بین‌الملل و حوزه مطالعات راهبردی آن است.
