تحول در سیاست خارجی هند نسبت به ایران (از 2014 تا 2024)

چکیده
با ورود به قرن بیست و یکم ایران و هند روابط سیاسی، اقتصادی، نظامی و انرژی خود را گسترش دادند و در سال 2003 موافقت‌نامه مشارکت راهبردی امضا کردند. با وجود چالش هسته‌ای ایران و توافق هسسته‌ای هند و ایالات‌متحده، دو کشور تا سال 2014 روابط خود را در حوزه امنیتی، اقتصادی و انرژی حفظ کردند. با روی کار آمدن نارندرا مودی در سال 2014، سیاست «نگاه به غرب» جای خود را به سیاست «عمل در غرب» داد و هند سیاست خارجی پویایی را نسبت به تحولات منطقه غرب آسیا اتخاذ کرد. با توجه به تغییر در سیاست خارجی هند در غرب آسیا این مسئله اهمیت می‌یابد که چه تحولی در سیاست خارجی هند در قبال ایران بین سال‌های 2014 تا 2024 رخ داده است؟ با کاربرد نظریه موازنه منافع به این فرضیه پرداخته شده است که مهم‌ترین تحول در سیاست خارجی هند نسبت به ایران در این سال‌ها، کاهش اهمیت راهبردی ایران برای هند به واسطه واگرایی در منافع بین دو کشور به دلیل گسترش روابط هند با رقبای ایران در مواردی مانند همکاری کامل با تحریم‌های ایالات‌متحده علیه ایران، تغییر نگاه هند به تروریسم در غرب آسیا، همکاری برای دور زدن ایران از طریق کریدور هند-خاورمیانه-اروپا (آیمک) و مشارکت در چهارگانه غرب آسیا (I2U2) است. نتیجه پژوهش نشان می‌دهد که هند سیاست توازن در روابطش با ایران و رقبای منطقه‌ای‌اش را کنار گذاشته است. در این پژوهش از روش فرضیه‌ای-قیاسی برای بررسی فرضیه و از روش کتابخانه‌ای برای گردآوری داده‌ها استفاده شده است.
