چکیده
با پیچیدگی در روابط بین الملل و نظمهای منطقه ای توجه به دیپلماسی فعال و سیاست همسایگی مجموعه ساز به منظور قدرت سازی و تامین منافع ملی از جمله ضروریات راهبردی کشورها است. در این چارچوب ایران کشوری پرهمسایه است که هر یک از همسایگان آن دارای ویژگیهای ژئوپلیتیکی، منزلتهای استراتژیک و ژئواکونومیک و همچنین معضله های امنیتی هستند. باتوجه به این مسئله در پیش گرفتن سیاست خارجی چندگانه گرا در قالب سیاست همسایگی فرکتال و منطق شبکه ای متداخل از الزامات ایران در عرصه ی سیاستخارجی می باشد. هدف بنیادین این نوشتار تببین وضعیت سیاست همسایگی ایران پساانقلاب در خوانشی نوین است. بدین منظور پرسش محوری این مقاله بدین صورت است که سیاست خارجی همسایگی فعال ایران به عنوان کشوری چندهمسایه، در بستر ساختار سیستمی بین الملل چگونه قابل تبیین است؟ فرضیه مقاله بیان می دارد که بهره گیری از دیپلماسی راهبردی و هوشمندانه در سیاست خارجی ایران، هم افزایی هوشمند و توجه به رویه های نهادی، منجر به ساخت یابی سیاست همسایگی فعال و مجموعه ساز می شود.
