تحلیل رمزگان عملیاتی نتانیاهو در عرصۀ سیاست خارجی

چکیده

بنیامین نتانیاهو با بیش از پانزده سال سابقه نخست‌وزیری سهم مهمی در شکل‌دادن به تصمیمات سیاست خارجی اسرائیل داشته است. آگاهی از باورهای اساسی وی می‌تواند نقش مهمی در شناخت رفتار سیاست خارجی اسرائیل ایفا نماید. پرسش اصلی این است که تصمیمات نتانیاهو در عرصه سیاست خارجی مبتنی بر کدام الگوی ادراکی بوده است؟ آیا این الگوی ادراکی در طول زمان ثابت بوده یا دچار تغییر شده‌ است؟ بنابراین، هدف اصلی کشف باورهای مرکزی نتانیاهو به عنوان یکی از عوامل اصلی تاثیرگذار بر رفتار سیاست خارجی اسرائیل است. به این منظور داده‌های گفتاری نتانیاهو در عرصه سیاست خارجی با استفاده از چارچوب مفهومی تحلیل رمزگان عملیاتی و روش «افعال در نظام متن» در بازه زمانی 2009-2019 در قیاس با میانگین گروه مرجعی از رهبران جهانی مورد بررسی قرار گرفت. نتایج تحلیل کمی متون مربوط به سخنرانی‌های نتانیاهو با استفاده از نرم‌افزار پروفایلر‌ پلاس نشان می‌دهد بین باورهای فلسفی و ابزاری نتانیاهو در کابینه دوم و سوم(2009-2015) با باورهای وی در کابینه چهارم(2015-2019) تفاوت محسوسی وجود دارد. نتانیاهو در مقطع اول، ماهیت جهان سیاست را در هماهنگی با منافع اسرائیل، تحقق ارزش‌های سیاسی را در پیگیری یک استراتژی صراحتا همکاری‌جویانه و مطلوبیت را در استفاده از ابزارهای مشارکتی در قبال بازیگران سیاسی می‌نگریست. وی در مقطع دوم، ماهیت جهان سیاست را در تعارض با منافع اسرائیل، تحقق ارزش‌های سیاسی را در پیگیری یک استراتژی محدود همکاری‌جویانه و مطلوبیت را در کاربرد ابزارهای متعارض در قبال سایر بازیگران سیاسی در نظر می‌گرفت.
