چکیده
پژوهش حاضر به‌منظور فهم چارچوب‌مند سیاست خاورمیانه‌ای روسیه نگاهی فراتر از ایده‌های غالب مطرح می‌کند. براساس دیدگاه‌های جریان اصلی، غرب نقش محوری در شکل‌دهی به سیاست خاورمیانه‌ای روسیه دارد و کم و کیف حضور خاورمیانه‌ایِ مسکو به‌طور عمده تابعی از سطح تنش و تشدید اختلافات روسیه با ایالات متحده بوده است. چنین ایده‌هایی بدون توجه به پویایی‌های بین‌المللی و پیچیدگی‌های محیط در حال تغییر خاورمیانه همچنان براساس یک ذهنیت تئوریک جنگ سردی از احیای نقش شوروی در منطقه و تصمیم روسیه در به چالش کشیدن ایالات متحده سخن می‌گویند. در مقابل، ایده اصلی این مقاله در عین بهره‌برداری از مفروضه‌های کلیدی جریان اصلی، به منطقه‌ای‌شدن سیاست و امنیت در خاورمیانه و نقش فزآینده کنشگران و پویایی‌های نوظهور منطقه‌ای تأکید می‌کند که ناگزیر گزینه‌ها، منافع و دغدغه‌های متفاوتی پیش‌روی مداخله قدرت‌های بزرگ به‌ویژه روسیه قرار می دهد. براساس چارچوب منطقه‌ای شدن مداخله قدرت‌های بزرگ، سیاست خاورمیانه‌ای روسیه و مداخله فزآینده آن در معادلات منطقه‌ای بیش از آنکه متأثر از متغیرهای سیستمیک همچون پویایی‌های روابط با غرب باشد، تحت تأثیر پویایی‌های سیاسی، امنیتی و اقتصادی درون خاورمیانه است که به‌طور فزآینده‌ای پیشران‌های تعیین‌کننده آن منطقه‌ای شده‌اند و فرصت‌ها و تهدیدات متنوعی را در حوزه‌های مختلف تروریسم، انرژی، فروش تسلیحات، و روابط خارجی با دولت‌های منطقه پیش‌روی رهبران عمل‌گرای روسیه گذاشته است. چنین حضوری برای روسیه به‌معنای بازگشت به طرح‌های تجدیدنظرطبانه و هژمونیک جنگ سردی نیست.
