ظهور دولت‌های نوچپ‌گرا در آمریکای لاتینِ پساجنگ سرد

چکیده
آمریکای لاتین در ابتدای قرن بیست و یکم، شاهد موج بی سابقه ای از پیروزی های نامزدهای چپگرا در انتخابات های ریاست جمهوری بود. چرخش به چپ در منطقه ای که پس جنگ سرد، سیاست های نئولیبرال سیاسی و اقتصادی قدرتمندانه ظاهر شده بود، تحولی قابل توجه به حساب می آید. هدف اصلی این پژوهش، توضیح علل و عوامل مختلف روی کار آمدن دولت های چپگرای نوین در آمریکای لاتین است. سوال اصلی این تحقیق است که «دولت های چپگرای نوین چگونه در آمریکای لاتین به قدرت رسیدند و عوامل موثر بر چرخش به چپ در این منطقه چه بوده است؟». فرضیه ی در نظر گرفته شده این است که «عوامل مختلف ملی، منطقه ای و بین المللی در چرخش به چپ در آمریکای لاتین موثر بوده است و قدرت گرفتن این جریانات نوچپگرا، تاثیرات قابل توجهی در سطح ملی و منطقه ای داشته است». چارچوب مفهومی این پژوهش، نظریه نظام جهانی جان فوران است و برای بررسی جزییات و چگونگی این رابطه، از روش تحقیق توصیفی- تحلیلی بهره گرفته شده است. طبق یافته های این پژوهش، بازگشت چپگرایی در آمریکای لاتین در دوره 2010-1998 میلادی ناشی از عوامل بلند مدتِ ساختاری، نظیر نابرابری و دموکراسی نهادی شده؛ و نیز عوامل کوتاه مدتی مانند ناکارآمدی اجرای مدل نئولیبرالیستی اقتصاد در این منطقه و بحران اقتصادی 1998-2002 میلادی بوده است. رونق کالاهای اساسی بعد از 2002 میلادی نیز منابع لازم را برای تثبیت حاکمیت احزاب چپ فراهم کرد
