چکیده

ظهور سازمان‌های بین المللی، عصر جدیدی را در عرصۀ دیپلماسی بین المللی ایجاد و پتانسیل چانه زنی در سیاست خارجی کشورها را افزایش داده‌اند. اگر جامعۀ ملل را به عنوان اولین سازمان عمومی بین المللی به حساب آوریم، تأسیس این سازمان نقطه عطفی در سیاست خارجی و روابط بین المللی محسوب می‌شود. از این‌رو ان استفاده از امکانات این سازمان در سیاست خارجی کشورها دارای اهمیت قلمداد می‌گردد. بر این اساس این پژوهش با صحه گذاشتن بر اهمیت چنین سازمانی در میانه دو جنگ جهانی، به دنبال بررسی نحوۀ استفادۀ نخبگان دولتی ایران از این پتانسیل جدید در راستای منافع ملی کشور بوده و این سؤال را مطرح نموده است که آیا نمایندگان دولت ایران در جامعۀ ملل در راستای رسیدن به اهداف ملی موفق عمل کرده‌اند یا خیر. برای پاسخ به این پرسش، پژوهش حاضر با روش تطبیقی از دو نظریۀ مهم رئالیسم و ایدئالیسم که در دورۀ مورد نظر مهم‌ترین نظریات موجود در توجیه ایجاد چنین سازمانی بوده‌اند استفاده نموده و با تطبیق رفتار و گفتار دیپلمات‌های ایران در مسائل جامعۀ ملل با این دو نظریه، بررسی مناسبی در مورد میزان موفقیت آنها انجام داده است و در نهایت با چنین مقایسه تطبیقی نتیجه می‌گیرد که تفاوت نگرش نخبگان دولتی ایران با واقعیت‌های موجود موجب شده تا علی‌رغم دیپلماسی فعال نتوانند بهرۀ کافی را از این پتانسیل جدید ببرند.
