چکیده

تکامل نظام بین‌الملل قرن بیست‌و‌یکم به‌سوی نظامی پیچیده و آشوبی، به‌دلیل هم‌زمانی گذار جهانی و منطقه‌ای قدرت ناشی از رقابت میان چین و ایالات ‌متحده سبب اهمیت یافتن دریاها در فرایند گذار نظم شده است. برایند چنین گذاری را می‌توان در تنش‌های دریایی هندوپاسیفیک، به‌ویژه در دریای جنوبی چین، مشاهده کرد. چنین گذار چندسطحی‌ای، بیانگر ناکارآمدی الگوی سنتی گذار قدرت و ضرورت تعدیل آن در چارچوب نظام‌‌های پیچیده است. براین‌اساس، پژوهش حاضر، درصدد پاسخ‌گویی به این پرسش است که «دریا و اقیانوس، چه نقشی در گذار قدرت در نظام‌های بین‌المللی پیچیده دارند؟» فرضیۀ نگارنده این است که «رقابت برای تسلط بر دریاها و اقیانوس‌ها می‌تواند نقطۀ انتقال فشارهای گذار سیستمی به شاخه‌های نظم منطقه‌ای و تغییر معماری امنیتی آن به‌سوی نظم نوین امنیتی دریاپایه باشد». پژوهش حاضر با استفاده از نظریۀ گذار قدرت چندسطحی، تلاش دارد تا از چشم‌اندازی سیستمی به تبیین پویش‌ها و رقابت‌های دریایی چین و امریکا در فرایند گذار بپردازد. روش انجام پژوهش، قیاسی‌ـ‌استقرایی مبتنی‌بر استنتاج و ترکیب است. براین‌اساس، ابتدا اصول و قواعد گذار در نظام‌های پیچیده و آشوبی، استخراج و با ترکیب آن‌ها، الگوی گذار شاخه‌ای و نظام جامع کنترل شبکه‌ای ارائه می‌شود.
